Set the mozzarella sticks on a plate and freeze until hard, about 30 minutes. Line a rimmed baking sheet with parchment.
Place the flour in a small bowl. Place the egg in a second bowl. In a separate bowl, stir together the breadcrumbs, Parmesan cheese, parsley, basil, oregano, and garlic powder.
Preheat oven to 400°F.
Dip each mozzarella stick in flour and shake off excess. Dip in the egg, followed by the herb-breadcrumb mixture. Arrange on the prepared baking sheet as you go. Transfer the baking sheet into the freezer, and freeze for at least 15 minutes. Bake for 8-10 minutes, flipping the mozzarella sticks over mid-way through the cooking time. Serve hot with marinara sauce or ranch dressing.
