Pre-heat the oven to 325 degrees.
Mix together the butter, sugar, egg, vanilla and orange extracts in a medium-sized mixing bowl.
In a separate bowl, sift together the cocoa and flour.
Stir the cocoa and flour mixture into the wet ingredients until combined.
Using a teaspoon, form the dough into small balls and place on a lightly greased cookie sheet, spacing them 2 inches apart. Bake for 8-10 minutes. Serve cookies topped with orange peel, if you like.
